The second day of the winter session of the Parliament is likely to see heated debates between the Opposition and the Centre on Delhi pollution, recent reports of unsafe water in Delhi and economic slowdown. Discussion will continue in the Lok Sabha on the Bill designed to further amend the Chit Funds Act, 1982, as finance minister Nirmala Sitharaman will look to move the Bill. Agrarian distress that has crippled Maharashtra and affected several parts of the nation will also be one of the topics where the Opposition will counter the government. Onion prices soaring in the markets across the nation and farm loan waivers could be debated extensively among lawmakers in the Lower House. The Opposition is likely to question the Centre on issues related to safety of women, left-wing extremism, disbursement of aid to people who sustained losses due to heavy rains, reorganisation of Andhra Pradesh and rise in the number of lynchings. The second day of the winter session of the Parliament will see Union minister Dr. Harsh Vardhan move the Surrogacy (Regulation) Bill, 2019 along with the motion to further amend the Indian Medical Council Act, 1956 in the Rajya Sabha. He will also seek to withdraw the National Commission for Human Resources for Health Bill, 2011 in the Upper House.
